Comparison
Coding AI subscriptions compared by usage quota: Claude Code, Codex, Cursor, Copilot, Windsurf
The question developers ask on Reddit is not "which model is smarter" but "will the plan last a working day". This page lines up the coding agent plans by what each includes, how its usage is capped (session, daily, weekly or monthly windows) and what extra usage costs, all quoted from the vendors' pricing pages with the date we checked. No benchmark scores, no opinions on model quality.

Cap window is read from the vendor's own wording ("resets every five hours", "weekly", "per month"); "Not stated" means the plan text gives no window. Prices in USD before tax.
How to read the quotas
- Multipliers ("5x the usage of Pro") are not numbers: the base allowance is not published, so a Max plan is bigger than Pro by the stated factor and nothing more can be said.
- Credit systems (Copilot, Cursor) publish a monthly amount and a price per extra unit; windowed systems (Claude Code, Codex, Windsurf) publish a reset rhythm and sell extra usage at API-style rates.
- A long agentic session burns a windowed allowance fastest, which is why vendors sell higher tiers as larger windows rather than better models.
Usage limits, in the vendors' words
What happens when I hit the usage limit?
Session limits reset every five hours; on Pro, Max and Team you can enable usage credits billed at standard API rates to keep going.
source (opens in a new tab)How do Claude's 5-hour and weekly usage limits work?
Paid plans have two limits. A session limit resets every five hours, and a weekly limit applies across all models and resets at a fixed time each week assigned to your account. Anthropic publishes no message count: how far the allowance goes depends on message length, attached files, conversation length, the model, extended thinking and tool use.
Max plans also have a separate weekly limit for Fable. Both progress bars are under Settings > Usage.
source (opens in a new tab)What happens when I hit a Claude usage limit?
Without usage credits, Claude stops until the five-hour session or the weekly window resets. Pro, Max, Team and seat-based Enterprise subscribers can enable usage credits: requests then switch to pay-as-you-go at standard API rates and keep working, billed separately from the subscription, until the monthly spend limit or the balance is reached. A limit reset, where offered, restores the five-hour or weekly limit to full.
source (opens in a new tab)Does ChatGPT Plus have a 5-hour usage limit?
For Codex, OpenAI publishes estimates per five-hour period on Plus, for example 15 to 160 GPT-6.1 Sol messages or 350 to 3,000 GPT-6 Luna messages; these are estimates, not fixed caps, and weekly limits may also apply. Pro plans ($100, $200 or $500 a month) currently have no five-hour limit. For regular chat messages OpenAI publishes no counts on the pages we read; the usage dashboard shows current limits and reset times.
source (opens in a new tab)What happens when ChatGPT says I have reached my usage limit?
On Plus, Business and Pro you can buy extra ChatGPT credits to keep working, or wait for the window to reset. Image generation draws from the same allowance and then from credits. On any plan you can run extra local Codex chats with your own API key, billed at standard API rates. A fallback for regular chat, such as switching to a smaller model, is not described on the pages we read.
source (opens in a new tab)Do Codex and ChatGPT chat share one usage allowance?
ChatGPT Work and Codex share usage, and Codex local messages and cloud chats share the plan's allowance. Whether regular ChatGPT chat draws from the same pool is not stated on the pricing page.
